A Fernandinho own goal and Kevin De Bruyne’s wonderstrike saw Belgium take a commanding and deserved half-time lead.
But the five time champions battled back in the second period as it sought to salvage its World Cup dream.
Subtitute Renato Augusto’s header halved the deficit 15 minutes from time and set up a thrilling finale. Belgium held firm to book a semifinal place against France.
Belgium’s victory means they will be playing the second semi-final for the second time in history and the first since 1986.
Earlier, France beat Uruguay 2-0. This means European team will win the World Cup for the fourth consecutive time after the only South American sides – Brazil and Uruguay – lost in the quarter-finals.
